Bill graduated as a Civil Engineer from Yale University, New Haven Connecticut in the class of 1928.

William Robert Cooper and Daisy Lee Jones were married January 7, 1933 in Louisiana.

In 1944, Bill went to Saudi Arabia and was Vice President of Engineering and Construction. He had the responsibility for the construction of the refinery in Ras Tanura. His wife Daisy and their daughter Nan Katherine Cooper arrived after World War II in November 1945.

Bill preceded his wife Daisy and daughter Nan Katherine Cooper Healy in death.
